About Andrew Elkhoury - Outside Fractional General Counsel

I founded Elkhoury Law PLLC in 2025 with a straightforward premise: business leaders should have direct access to rigorous, strategic legal counsel that is built around how their company actually operates. Every engagement I take on gets my full attention, unvarnished analysis, and concrete recommendations tied to business outcomes: risk, timing, and return.

MY STORY

A Practice Built Around the Counsel You Need

I moved to Houston straight out of law school and spent the next decade at two of the largest law firms in the world. I worked on significant disputes, complex commercial transactions, and high-stakes contract negotiations for public and private sector clients across the energy, real estate, construction, infrastructure, insurance, and finance industries.

Through that work, I noticed a pattern: the businesses that stood to benefit most from sophisticated legal counsel often struggled to find advisors who understood both their capital structure and operational realities. Large firms are built for scale, not for a tightly aligned, long‑term partnership with a single business. The result is a legal market that leaves many growing and project‑driven companies without a reliable, long‑term legal partner who can operate at the level of their investors, lenders, and counterparties.

I started Elkhoury Law to fill that gap. My goal was straightforward: deliver the same rigorous, experienced counsel with the responsiveness and personal investment that larger firms are structurally unable to provide.

Today, I serve as outside general counsel and business advisor to companies with meaningful project and deal flow across energy, real estate, construction, infrastructure, tech, insurance, and finance. Whether you need a dedicated outside GC for ongoing matters or lead counsel for a critical transaction, the approach is always the same: practical, direct counsel that serves your business—not just the file.

REPRESENTATIVE MATTERS

As outside general counsel, I handle the day‑to‑day legal work that keeps my clients’ businesses moving. When the stakes are higher, I’m also trusted with matters like:

  • Lead counsel to a manufacturing client in a series of seven‑ and eight‑figure fabrication agreements supporting critical infrastructure projects.

  • Lead counsel to the management team of a specialized engineering and consulting firm in its privately negotiated sale to a middle‑market private equity sponsor.

  • Lead counsel to a heavy industrial manufacturing client in negotiation of eight-figure cross-border supply-chain agreements.

  • Lead outside counsel to one of the nation’s largest local governments in designing and implementing program‑wide general conditions governing the procurement and execution of public design‑build projects.

  • Co‑counsel in a nine‑figure construction‑defect arbitration for an international energy company, including taking key lay and expert direct and cross‑examinations during a multi-week final hearing.

  • Lead counsel to an engineering consortium in the negotiation of FEED‑stage delivery of substantial upgrades to a major resource facility.

  • Lead outside counsel to a major local government in negotiating an approximately ninety million dollar community renewable energy development program delivered through design‑build.

Beyond the Brief

The Lawyer Your Clients Actually Want to Call Back

Legal relationships work best when the human being on the other end of the phone is someone you actually want to talk to. I try to be that person.

I'm a husband and a father, and I run a business myself. I understand the stakes of leading a company, the pull between personal and professional priorities, and the value of decisions that hold up over time.

Outside of the office, I produce music. You can find my work on Spotify under the artist DMNNCE. It’s genre-defying chill music that blends lofi, chillhop, and jazzhop. I also play a few instruments and DJ when I get the chance.

I am serious about coffee and roast my own beans. If we end up working together, there’s a good chance we’ll talk strategy over a cup.
